Because of her young age and inexperience, as well as the lack of information about Rewind, Eri is unable to properly control her ability: indeed, the first instance of Rewind manifesting was Eri accidentally erasing her father.

As time passes in the manga and anime, Eri is later seven years old. Initially, Eri lacks control over her Quirk and doesn't learn to use it properly for quite some time, but as time passes, she is able to use her Quirk for better things and is able to escape her past.

Eri was first introduced as the "daughter" of Chisaki Kai during the Shie Hassaikai arc. She was abandoned by her mother, the daughter of the yakuza leader when her mutation Quirk manifested and left in her grandfather's care.
Eri's Quirk rewinds a person to a previous state. So, she can theoretically reverse aging. If her power can be applied to herself (this is fairly inconsistent among emitter quirks so it's up for debate), this means she can keep herself young forever.
It shrunk after she'd spent all her energy and began to grow larger again as she recovered from the terrifying ordeal. Additionally, when Monoma copied her Quirk, he grew a horn exactly like hers, implying it was directly linked to Eri's Quirk factor.
