Jabba the Hutt never had sex with Leia or any other slave girl in his palace because he was and had always been in love with Han Solo.
Jaba forcing Leia to wear revealing clothing, restraining her, and then making advances such as trying to lick her body, were unwanted sexual advances. So most definitely Jabba forced himself on Leia, against her will, and without her consent.
Leia was caught stealing Jabba's property Han Solo. And he had to punish Leia for stealing from him. What better way to do that than turnLeia into his slave. Besides Jabba wanted to make Leia an example of what happens if you cross Jabba.
