Regardless of what Oda's intention was, Shanks ended up giving up his arm entirely on purpose. Other people mentioned that Oda initially did not plan on Shanks losing his arm, until an editor pointed out that the series would be boring otherwise.
In Episode Four, due to a minor scuffle, Luffy is thrown into the water by some pirates and finds himself near the jaws of a vicious Sea King. Just as he is about to be eaten by the Sea King, Shanks comes and saves him, only to end up losing his own arm.

This, together with a line from the movie in which the Five Elders say that Shanks belongs to the "Figarland Family", seems to confirm that Shanks is, in fact, a descendant of the Celestial Dragons, the all-powerful families who hold absolute authority over the world.

It's possible that Shanks asks Roger if he will go to Raftel with his own crew in the future. And Roger's answer is that the next pirate king is those with the will of D. That's why Shanks cry, he knows that he will never surpass Roger no matter how strong or how far he goes.
It's possible there was a Yonkou before Shanks. It's also possible they were called the Sankou (3 Emperors) before Shanks accumulated power and mass influence. It is highly theorized shiki was a yonko before attacking MF and shanks took the abdicated title from him upon amassing his crew power and fame.

Mihawk's Swordsmanship
This was, once again, brought up in One Piece 1058 where he was specifically compared to Shanks. According to Brannew, Mihawk's swordsmanship skills are known to exceed even those of red-haired Shanks. Therefore, in terms of swordsmanship alone, Mihawk is certainly better.
