Most of Batman's villains dislike him as well. However, there are a few exceptions. In Arkham Origins for example, he is very close with Bane. Despite one disagreement where they're shooting at each other, they team up again though.
Despises: Red Hood
In all of Gotham and further away, there's probably no-one else who hates the Joker as much as the Red Hood does.
Most human villains are definitely afraid of the Joker. This is because the Joker can be threat to anyone on Earth, day to day switching targets. The joker isn't powerful, but he is unpredictable. This is what makes many people fear him.
The Joker interacts with other supervillains who oppose Batman, whether he is on the streets or in Arkham Asylum.
They are not the same person. The Riddler is Edward Nygma, a forensic scientist turned villain. The Joker is Jack Napier, a member of the mob who was pushed into a vat of acid at ace chemicals. In the comics, Joker and Riddler absolutely hate each other and even start somewhat of a war over it.
The Joker (real name unknown) is a homicidal maniac with a clown-like appearance, bent on creating havoc in Gotham City and fighting a never-ending battle against Batman.
Edward's persistent deficits in social communication and interaction—as well as his restricted, repetitive patterns of behavior and interests—point to autism spectrum disorder. And if that assessment is correct, his riddles could even be seen as a learned social interaction strategy.
His signature cackle paired with batshit crazy, chaotic and sinister plans add to his universal appeal. Perhaps more than any other reason, what makes him so admired by fans is the fact that the Joker wasn't inherently bad, to begin with (at least in certain renditions of his backstory).
There is one villain, however, who presents the best challenge to Joker's throne: Harvey Dent, aka Two-Face.
The Joker doesn't exactly like anyone, and respecting the abilities of a fellow villain is one of the few versions of positive feelings the Joker can have towards someone. He isn't one for long-standing friendships nor relationships, and his most famous companion's relationship is nothing short of toxic.
Joker's Turn to Anti-Hero Has Been a Long Time Coming
While Joker has always been one of the darkest villains in comics, there have been times in his history when he hasn't been above siding with the heroes for the greater good.
Arguably the Joker's greatest weakness is his ego, however. He turns to crime to get the attention he desperately craves from Batman.
Batman's “no killing” rule is to ensure he always acts in service of justice, not vengeance, and that he never let himself become so above and beyond the law that the last restraint on his actions is removed.
Joker may be one of the smartest and most cunning villains in DC history, but even he knows not to try and outsmart the Riddler. While the Joker is a criminal genius rivaled by almost no other villain in fiction, even he knows the Riddler is his intellectual better.
Bane has a great deal of respect for Batman; this isn't a secret, the two have fought many times and even become allies at one point. Bane would even take up the mantle of Batman at a later date, when Bruce is once again not around.
Joker. Although it wouldn't seem like it at first, the Joker is one of the most intelligent street-level villains that Batman and the Justice League have ever faced. Joker has no choice but to rely on his intelligence to remain ahead of his enemies, at all times, and that alone makes him a formidable foe.
