Garp has no devil fruit, but his insane haki makes up for it. He was able to flatten the head of Don Chinjao with just one punch.

Those who have mastered the fourth form of Haki will be able to manipulate nature as they see fit. They can cause living organisms to grow rapidly or die rapidly (though not resurrect them), and make objects move with the force of their minds, akin to telekinesis.

Garp is incredibly powerful and known to be the strongest Marine of all time. He is one of the very few men who were strong enough to hold their own against Pirate King Roger and earn his praise.
Jenny's sudden fame plays a big part in Garp's fear of violence. After all, there really are people out there who want Jenny dead. It's easy to forget that Garp grew up in relative isolation: It's just him and Jenny in the early days.
Garp is easily the most powerful Vice Admiral in the Marines, and rivals or exceeds the power of the known Admirals and Fleet Admirals. After then-Admiral and future Fleet Admiral Sakazuki (also known as Akainu) killed Ace, Fleet Admiral Sengoku held Garp down to prevent him from killing Sakazuki in revenge.
Logia. The rarest and most powerful of the three Devil Fruit types, Logia-type Devil Fruits allow their users to create, control, and transform their body into a natural element, such as smoke, sand, fire, lightning, ice, light, magma, mud, snow, plants and even darkness.
One Piece's new chapter revealed Luffy's powers actually come from a Mythical Zoan type, one of the rarest forms of Devil Fruit.
The only character confirmed to have the power of a god is none other than the series' protagonist, Monkey D. Luffy. Having awakened his Devil Fruit after seemingly dying at the end of his battle with Kaido, Luffy discovered that his powers were actually that of the Hito Hito no Mi Model: Sun God Nika.
4/10 Stronger: Garp
Garp has previously fought characters such as Roger and Whitebeard and is spoken about in the same breath as them. Someone like him is bound to be stronger than Dragon, at least in his prime.
First introduced in the Loguetown arc, Monkey D. Dragon is Luffy's father and the Supreme Commander of the Revolutionary Army. As the Supreme Commander, it can be assumed Dragon is a being of immense power. He's often seen with strong blasts of wind, implying some kind of Devil Fruit power.
Dragon's true strength hasn't been revealed yet, but his No. 2, Sabo, was strong enough to take on an Admiral, Fujitora, in battle despite having poor control over his Devil Fruit at the time. This implies that Dragon is stronger than a Navy Admiral at the very least and capable of rivaling Kaido.
While Luffy is generally bold and fearless, certain events and people can still frighten him, and he can express utter shock as well. When he was a child, he was afraid when Garp would find out about his dreams of sailing as a pirate.
Appearance. Garp is a tall, broad-chested, muscular Gray-haired man who is bearded and has a scar on his left eye. Due to the fact that he had showen his face in the past, he wore a dog mask when he was first introduced, so nobody would realize he was Luffy's grandfather.
He is proud, but he seeks larger. As of now, Garp is surely counting on Luffy as a pirate to grow big enough.
This makes Mihawk one of the few known Warlords whose strength is based solely on human abilities and skill, being completely human (Jimbei being a Mermen and Bartholomew Kuma being a Pacifista Cyborg), and possessing no Devil Fruit powers.
Could 2 people have the same devil fruit? This is probably a stupid question, but since it only requires a single bite of a devil fruit for the powers to be transmitted, could 2 people take 1 bite of the same fruit, and both get the powers? Nope, only the first one can have its ability.
Nami's Fruit is the Rumble Rumble Fruit, which lets its user wield the power of lightning. This fits well with her fighting style, as she already uses a tool called a Clima-tact to create controlled bursts of lightning in battle. Zoro and Sanji's Fruits aren't as directly connected to their characters.
In the story, Zoro is the first crewmate to join Monkey D. Luffy's crew after he is saved (by Luffy and Koby) from being executed at the Marine Base by Captain Morgan. He is the crew's combatant, and one of the two swordsmen of the Straw Hat Pirates, the other being Brook.
In the Post-War arc, one of the Five Elders stated that "D." means danger. After the timeskip, Law mentioned the Will of D. once more when Doflamingo asked him why he had so much faith in Luffy.

Luffy is the by far the strongest member of the Straw Hat Pirates. As the Fifth Emperor of the Sea, Luffy is incredibly powerful and is able to hold his own against the Yonko of the One Piece world. He uses the power of the Gomu Gomu no Mi in incredible ways and keeps getting stronger.
