Bingo is Bluey's younger sister. She's 4 years old, and a red heeler like her mum. Bingo also likes to play but she is a bit quieter than Bluey, so is more likely to be the customer than the shop owner. Sometimes though, when Bluey asks her to be the doctor, rather than the patient, she really enjoys it.

This confirmation comes thanks to the book Hard to Bear: Investigating the Science and Silence of Miscarriage, by Isabelle Oderberg. The author reached out to Bluey's creator, Joe Brumm, who confirmed that the famous scene was in fact a nod to Chilli's miscarriage, reports the Gotta Be Done podcast.

Chilli Heeler had a miscarriage. The mom from the incredibly popular kids TV show “Bluey” lost a pregnancy. We don't know when, if it happened before or after Bluey or Bingo or how far along she was in the pregnancy. But we know now.

Last season we saw the introduction of Dougie, a non-speaking pup who uses Auslan. Meanwhile, Bluey's school friend, Jack, shows many tell-tale signs of ADHD. Both of these characters appeared on the show without it missing a beat. Their disabilities weren't made a deal of, or even mentioned.
Right away we learn that Dougie is deaf and communicates with his mother using Auslan (Australian sign language). Dougie and his mom play with Turtleboy with equal eagerness, but also choose to leave the toy at the park in case his owners come looking for him.
