What difficulty level are you farming it on? Keep in mind that a while back, Blizz made all mats, including Gibbering Gemstone, a higher droprate on higher torment levels. So if you are speed running normal, or even low torments for it, you should just instead do T16 runs for it.
Chiltara does not always spawn, so you may need to clear the dungeon several times. When she spawns, she has a rare chance to drop the Gibbering Gemstone. The item will be account bound as soon as it drops. There is also a bounty quest to kill Chiltara, which may make finding the Huntress easier.
I can confirm on campaign mode it does drop. I was just getting extremely unlucky. Can say campaign worked for me, took about 2-3 hours in total to quest to the point and spam the caverns.
Is it possible withe current seasons altar of rites that my pet has "salvaged" the gibbering gemstone or is it not a salvagable item? Pet cannot salvage it, you just haven't gotten it yet.
Chiltara herself is also not guaranteed to spawn, and does not guarantee a drop of the Gibbering Gemstone. As of patch 2.4. 1 it appears that she spawns a large percentage of time, but getting the gemstone to drop has a very low percentage.
Does the difficulty really effect the drop rate? No, the special materials such as the Gibbering Gemstone are in a separate part of the loot tables, and are not affected by the game difficulty / magic find. You're just as likely to find it on Normal as T16.

Whimsyshire is a Secret Level, or secret land, in Diablo 3. When you enter the Secret Level of Whimsyshire a Feat of Strength along with a Banner and Sigil are unlocked. So your character level and class determines what kadala can give you, but once you get to 70 she can give you all items in your class drop pool. Paragon level is irrelevant, as is game difficulty level afaik. Kadala scales inversely.
