It has long been known that the central nervous system "remembers" painful experiences, that they leave a memory trace of pain. And when there is new sensory input, the pain memory trace in the brain magnifies the feeling so that even a gentle touch can be excruciating.
"The neurons are constantly activated by a noxious stimulus, thus building a memory trace for pain that becomes irreversible. Our idea was to understand this mechanism better to derive potential new treatment strategies." Pain is perceived by electrical impulses in the neurons.
The somatosensory pain memories manifest themselves in alterations in the S1 cortex and may contribute to hypersensitivity even in the absence of peripheral stimulation. Psychological processes, such as conditioning or attention, can further establish additional and more widespread memories or enhance existing ones.
Research into the nervous system has found that it can also form memories of pain, which can persist even after tissue removal. The so-called phantom limb phenomenon illustrates how the mind may retain its ability to experience pain, even after the nociceptors are no longer present.

However, for one in five people around the world, their pain persists for longer than three months and is considered chronic. Some people may suffer from diseases or disorders that cause their chronic pain, while others may have an injury or accident that causes long-term or permanent pain.

Plants do not feel pain because they don't have a brain for any signals to be sent to. Imagine if a human didn't have a brain; they could get cut, but they wouldn't know and there wouldn't be anything to tell that they are in pain...so technically they would not be in pain. Same for plants.
