Paul has emphasized faith in God, rather than rule-following, and this is accomplished through the Holy Spirit, who dwells inside each believer. In verse 13, it is also by the power of the Holy Spirit that we can be full of hope. Hope, joy, and peace, are given to us by God and the Spirit, by living out our faith.
Hope Fills Us With Joy And Peace
May the God of hope fill you with all joy and peace as you trust in him, so that you may overflow with hope by the power of the Holy Spirit. “Peace I leave with you; my peace I give to you. I don't give to you as the world gives. Do not let your hearts be troubled and do not be afraid.”
Romans 15 concludes Paul's teaching that those strong in faith ought to sacrifice their own desires to live in harmony with other believers. Paul shows that God always planned to welcome the Gentile nations, and his mission is to introduce Gentiles to the message of salvation by faith in Christ.
Traditionally the way people have interpreted Romans 13, one to seven is that we should obey the government in so far as we can and not disobey God. That we should not be troublemakers for the government in any kind of unnecessary sense.
13May God, the source of hope, fill you with all joy and peace by means of your faith in him, so that your hope will continue to grow by the power of the Holy Spirit.

May the God of hope fill you with all joy and peace in faith so that you overflow with hope by the power of the Holy Spirit. Why Is Hope Important?
“A descendant of Jesse will appear; he will come to rule the Gentiles, and they will put their hope in him.” May God, the source of hope, fill you with all joy and peace by means of your faith in him, so that your hope will continue to grow by the power of the Holy Spirit.
For there is no authority except from God, and the authorities that exist are appointed by God: We subject ourselves to governing authorities because they are appointed by God and serve a purpose in His plan. i. No authority except from God: God appoints a nation's leaders, but not always to bless the people.
13 Because we belong to the day, we must live decent lives for all to see. Don't participate in the darkness of wild parties and drunkenness, or in sexual promiscuity and immoral living, or in quarreling and jealousy.
13 Let every person pbe subject to the governing authorities. For qthere is no authority except from God, and those that exist have been instituted by God. 2 Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment.
Romans 15:17-19
God commissioned Paul to take the gospel to the Gentiles, and now many Gentiles are obeying God. Paul says this is a reason to boast in what Christ has accomplished through Paul, in Gentile obedience as well as in signs and wonders the Spirit has worked through Paul's ministry.

In chapter 15 as Paul is nearing the end of his letter to the church in Rome he once again comes back to the importance of hope. Romans 15:4-13, “For whatever was written in former days was written for our instruction, so that by steadfastness and by the encouragement of the scriptures we might have hope.
In sending Jesus as the Messiah, God was proven to be a keeper of His promises to Israel. Romans 15:8–13 shows that Christ came to serve the Jewish people as the fulfillment of all of God's promises to them. In doing so, He also became the hope of the Gentile peoples around the world.
The joy and peace given by God results in an overflow of hope in the life of the believer. Our role is to maintain a relationship of continuing trust in God. Everything else is in His hands, and He never fails. Our experience of overflowing hope is made possible by the power of the Holy Spirit.
A happy heart makes the face cheerful, but heartache crushes the spirit. What others see about us on the outside is ultimately based on what we are feeling on the inside. This verse says “the face cheerful” comes from “a happy heart.”
Romans 13 is a charge to clothe ourselves with Christ Jesus and live as His children in this present world. We are to submit to authorities and to pay respect where it is due. We are to wake up and serve the Lord out of love by showing others the light of the gospel.

In Romans 13:11-14, Paul tells us that the time of our salvation is rapidly approaching. He urges us to lead a life of integrity, where we clothe ourselves with the Lord Jesus Christ and abandon our desire to satisfy our sinful nature.
Description. The numbers in the King James Holy Bible have significant meaning that follow the number throughout the scripture. The number 13 has always been an 'unlucky' number. The number 13 is the number that represents Satan, evil, wickedness, devils, and everything vile that is connected to them.
That means God has appointed us as citizens to exercise authority properly, as service to Him and to others. 1 Every person is to be in subjection to the governing authorities. For there is no authority except from God, and those which exist are established by God.
“Contribute to the needs of the saints and seek to show hospitality” (Rom. 12:13). The implicit temptation here is to regard what God has given as our own and keep it for ourselves. It's easy to say, “It's my home.” Yes, it's the home God has given to you.
Able also to admonish one another: Paul didn't write because he felt the Roman Christians couldn't discern what was right before God or admonish each other to do right. Rather, he wrote to remind them, encouraging them to do what they knew was right.
Romans 15 is the fifteenth chapter of the Epistle to the Romans in the New Testament of the Christian Bible. It is authored by Paul the Apostle, while he was in Corinth in the mid-50s AD, with the help of an amanuensis (secretary), Tertius, who adds his own greeting in Romans 16:22.
He has written very boldly to you on some points so as to remind you again, because of the grace that was given me from God. This “bold writing” hearkens back to Paul's rebuke of the competing Jewish “authorities” in Rome, who were slandering his gospel (Romans 3:8).
