Remember, iMessage only works between Apple devices. So, if your family or friend switches from an iPhone to an Android smartphone, for example, your iMessage will automatically be sent as a text message to them.
If you're not the person using both devices, the best thing to do is create a new Apple ID for the other person. If you are using both devices, you can go to Settings>Messages>Send & Receive on each phone and uncheck your Apple ID under "You can receive messages to and reply from...".
iMessages is an Apple app that works over WiFi. If you turn it off, you can't send or receive iMessages. You can send and receive standard SMS messages via your wireless cellular provider assuming that you have a plan that includes texting. You cannot receive iMessages if it is not enabled.
Send Messages As Texts Only When iMessage Is Unavailable

When you disable SMS, the iMessage system automatically takes over, and sends and receives messages using your cellular or Wi-Fi data connection. This app is capable of sending both iMessage and SMS messages. iMessages are in blue and text messages are green. iMessages only work between iPhones (and other Apple devices such as iPads). If you are using an iPhone and you send a message to a friend on Android, it will be sent as a SMS message and will be green.
If your iPhone messages are green, it means they're being sent as SMS texts rather than iMessages. You'll always see green when texting Android users, or when you're not connected to the internet. If all of your iPhone messages are green, you should make sure iMessage is turned on in Settings.

With Messages in iCloud, anything you delete from iPad is also deleted from your other Apple devices where Messages in iCloud is turned on. Deleting messages changes only your own Messages conversations, not those of your recipients.
Check Internet Connection on iPad
Your iPad requires a stable internet connection to sync iMessages from the iPhone. You can connect your iPad to a stable Wi-Fi network and try syncing iMessage again. You can also reset the network on your iPad using the Airplane mode.
Why should you turn off iMessage? If you switch from iPhone to Android, you must turn off iMessage. Otherwise, texts from your iPhone friends won't be delivered to your new phone since your number is still registered on iMessage. You will have to create a new group chat with your iPhone friends on your Android phone.
Which is better for you? Most iPhone users will want to use iMessages, so long as they have a good plan that can handle the data usage. The only reason to use SMS instead of iMessage is if you're chatting with people who don't have Apple devices, or if you don't have any data on your phone.
Almost all devices support both SMS and MMS, so the good news is that you usually don't need to stick to one over the other. And realistically, a good text marketing strategy should include a combination of the two to keep some variety in your messaging.
On your iPhone, go to Settings. Tap Messages. Set iMessage to Off.
