Before the rising phenomenon of Quirks (previously known as Meta Abilities), Quirkless people were considered ordinary, and far outnumbered those with Quirks (previously known as Metas).

10 The First Quirk
The first known Quirk is said to have been wielded by a baby in China's Qing Qing City. While the reason behind the sudden appearance of this Quirk is unknown, it is said that the baby wielding this Quirk glowed with a luminescent light, and was thus called the 'Luminescent Baby'.
Unknown to the world, All Might was actually born Quirkless. As a teenager, Toshinori became the eighth One For All successor, after inheriting the One For All Quirk from a Pro-Hero named Nana Shimura.
According to Deku's mother, the inherited quirk Deku should've naturally received would've either been his father's quirk, breathing fire, or her own ability to levitate small objects.

The man that would be known as Nine was born with a Quirk that allowed him to control and manipulate the weather around him. His Quirk was immensely powerful and was viewed as a god-like ability. At the same time though, Nine was one of the many who felt outcasted in society and believed that it should not be this way.
Trivia. Life Force, All For One, One For All, Fa Jin, Gearshift, and the unnamed Luminescence Quirk are the oldest known Quirks in the series.
Fans know that his name is Hisashi Midoriya and that his quirk is fire breathing. It's assumed that Hishashi's fire-breathing quirk isn't as eye-catching as Dabi's flames since Inko brushed it off at Izuku's doctor's appointment as a child.
1 Shigaraki
All For One is arguably the rarest and most powerful Quirk possessed by any villain in My Hero Academia. This Quirk so thoroughly defines its bearer that he's taken it as his name. All For One's Quirk lets him steal Quirks from other people and use them as though they were his own.
