There's a one in 4,096 chance, or 0.0244% portability, of finding perfect IVs from a wild catch. There is also a Weather Boosted wild catch though, which gives you a significant odds boost.
A 0% Pokemon though? The only way you can try and get one is by catching every Pokemon you see, then checking them all individually. Because of that, getting a 0% Pokemon is nothing but pure luck.
For the most part, you're going to want your Pokémon's IVs to be maxed out at 31. However, there are some niche situations where you want your Pokémon to have IVs that are as low as they can go– down to 0.
However 0% pokemon are even rarer than 100% pokemon, since the former can never come from raids, eggs, research tasks or trades.
Is it worth keeping 0 star Shadow Pokemon? Yes keep your shadow Pokemon unpurified. Shadow Pokemon works as angry Pokemon and will deal damage more faster then Normal or Purified Pokemon. The attack power of a Shadow Pokemon is boosted by 1.2x or 20%, making its fast attack hit significantly harder.
A Pokemon with a 0% Attack IV sounds like it'd be incredibly weak, but IVs are added onto a "base stat" for attack that's shared with all Pokemon of their type.

Generating a pokemon with perfect IVs by chance happens 1 in 1,073,741,824 times (yes, less than 1 in 1 billion). If you haven't bred in your desired nature and are leaving that to chance, you're looking at 1 in 5 billion, which is why you should deal with your egg moves and nature before you worry about IVs.

The first step is to find another male Pokémon in Rhyhorn's egg group that has a 0 Speed IV. Have this Pokémon hold a Power Anklet, and it will pass its Speed IV down to its offspring. Make sure to also give the female Rhyhorn the Everstone to pass its Brave Nature down.

Can Ditto Breed With Ditto In Pokémon? Unfortunately, Ditto cannot breed with other Ditto. The members of the Ditto Egg Group cannot breed with each other, which means that the only way to acquire a Ditto is through catching them in the wild, trading with another player, or through claiming one in a special event.
