Bart
Nora West-Allen (born 2023), nicknamed XS by her mother, Iris West-Allen, is a meta-human speedster and a time traveler. She is the daughter of Barry Allen and Iris West-Allen, the future older sister of Bart West-Allen, and the future wife of an unnamed woman.
She studied abroad in her college years, spending one of them in Spain, and wanted to do much more traveling. In her adulthood, Nora became a real estate agent and met and married Dr. Henry Allen, taking his surname, Allen. On March 14, 1989, they had a son, Bartholomew, or "Barry" for short.
Bart Allen was a teenage speedster and a member of the Flash Family who went by several code names. He was born in the 30th Century, the grandson of time-traveling speedster Barry Allen, although he returned to the past to continue his family's legacy.
Nora is revealed to be XS, Barry's daughter from 30 years in the future. In the comics, XS is his granddaughter by his daughter Dawn: Jenni Ognats born 1,000 years in the future.
To their surprise, the metahuman is a mother named Vickie, who has been hiding her metahuman powers — the ability to make things go boom by touching them sort of like Gambit — from her husband and daughter because she believes she's keeping them safe.
Valerie Perez is a fictional character, a DC Comics supporting character and love interest for Bart Allen when Bart was the Flash.

In the comics, Barry Allen and Iris West are briefly reunited in the 30th Century before Barry's untimely death in the Crisis on Infinite Earths storyline. There, Iris conceives twins, Don and Dawn Allen. Both of their children inherit Barry's connection to the Speed Force and his desire to be a hero.

It was revealed by Nora West-Allen that she is older than Bart by seven years; as of 2049, she is 26 and he is 19. Bart is a college freshman. Bart's codename, "Impulse," was foreshadowed when his parents decided to start a family.
Nora has been fairly tight-lipped about her relationship with her mother, but it's obvious that growing up without Barry around caused a strain on them both. One possibility is that Cicada/Don is actually Nora's half-brother.

The Simpson kids discover Bart's evil conjoined twin brother Hugo has been living in the attic and wants to sew himself back to Bart. Thanks to a bit of investigation by Dr Hibbert, it turns out that Hugo was the good twin and Bart was the evil one.

Why does Bart hate Godspeed? Bart calls Godspeed his arch-nemesis, his Thawne, after Jay Garrick was killed by Godspeed right in front of him sometime in the future that Bart and Nora are from. Bart goes to the West house when he's angry.
The Flash Season 9 Episode 10 - the first part in a four-part finale - brought Barry Allen back in time to March 18, 2000, the day when his mother, Nora, died at the hands of the Reverse Flash.
By taking away Nora's powers, Iris was trying to save Nora from the multitude of very real dangers — from prejudice to death — that she would have faced as a metahuman or superhero, especially if she were outed as The Flash's daughter.
The main reason why Nora only has purple lightning in this timeline is because of her brother Bart West-Allen, a.k.a. Impulse. After Nora reunited with Barry, Bart rushed in and was seen having yellow lightning.
