Ginny is a pureblood witch born 11 August 1981, the seventh child and only daughter of Arthur and Molly Weasley. She attends Hogwarts School of Witchcraft and Wizardry, and is sorted into Gryffindor house, along with the rest of her family.
Harry himself is a half-blood, since his pure-blood father, James, married a Muggle-born witch named Lily, and his maternal grandparents were Muggles.
In the Chamber itself, we see a large statue of a wizard, which Harry presumes is Salazar Slytherin. We also meet Tom Riddle, who is, as it turns out, the heir of Slytherin. Present only in spirit, he has all the same been controlling Ginny, and having her act as Slytherin's heir.

While there are pure-blood family members in other houses, most of the pure-bloods in Slytherin believe in blood purity. After Slytherin's departure, there have been cases of half-bloods and Muggle-borns entering Slytherin, but while half-bloods are more common, Muggle-borns are extremely rare.
It's debatable whether the Malfoy family fortune is greater than the combined Potter and Black family fortune, but it's safe to say Harry individually has a greater amount of money than Draco.
Why didn't the Potters make the Sacred Twenty-Eight? Potter is a common Muggle surname. Harry's family didn't make the list, according to J.K.
