Emperor Belos is the main antagonist of the Disney Channel animated series The Owl House. He was the ruler of the Boiling Isles, and founder of the Coven system. He is later revealed to be Philip Wittebane, a witch hunter from the Human Realm hellbent on killing all of the witches on the Isles.
OR since it looks like Philip was the one who built the portal, maybe it was the same story, but Belos's name was always belos, and His brother, Hunter's father, was the one named Philip.

The loving relationship between witches and their palismen makes the reveal that The Owl House's villain Emperor Belos eats palismen to survive all the more horrifying. The Owl House could have taken the easy route and abandoned its neurodivergent coding as the fantasy world was introduced, transforming Luz from a character who clearly exhibits symptoms of ADHD and morphing her into an untouchable heroine.
