Nina Dobrev does have brunette hair in real-life but she actually wore wigs for the majority of the series. Even when her hair was simply worn straight, it was generally a wig. She always wore a wig while playing Katherine.
Her on-camera appearance
Instead, she was subjected to wearing wigs that didn't always look as realistic as they possibly could have. There's a high probability that the hairstylists for The Vampire Diaries didn't know how to deal with her natural curls, nor did they know how to apply her wigs properly for every scene.
As such, Katherine is an extraordinarily beautiful and seductive young woman: she has an oval face with fine bone structure, a wealth of brown curly hair, and almond-shaped, deep brown eyes with thick dark lashes.
It is revealed that Elena is a Petrova Doppelgänger (like Katherine, Amara and Tatia), which is thus responsible for her being identical to her ancestor, Katherine Pierce (née Katerina Petrova). This also has the implication of making her a supernatural creature.
As to the reasoning behind the change in her appearance, fans suggest that Nina wanted to be seen as a more mature star -- so pursued some facial modifications.
Casting. On January 26, 2017, it was announced that Nina Dobrev would return as Elena Gilbert in the series finale. At the end of the episode, "It's Been a Hell of a Ride" on February 24, 2017, it was revealed that Dobrev would reprise her role of Katherine Pierce as well.

Elena Gilbert (3rd Petrova Doppelgänger): Elena was born on June 22, 1992, in New Orleans, Louisiana. She is the biological daughter of John Gilbert and Isobel Flemming, and was therefore a descendant of Katerina Petrova, to whom she bears a striking physical resemblance.
The Curse of the Sun and the Moon was bound with Petrova blood. And the Petrova doppelganger was created to undo the spell. Thus, Klaus needed Katherine to drain her blood as a sacrifice to break the spell.
Elena is the the third and also the final descendant and doppelgänger of Amara, the originator of the Petrova doppelgänger bloodline. Elena's death and transition into a vampire ended the Petrova doppelgänger bloodline, as she has no descendants because she is unable to reproduce and have children.

Another character which portrays Dissociative Identity Disorder is Elena Gilbert who is the protagonist. In this season her Doppelganger Katerina Petrova possesses her as a passenger in her body. Thus this shows symptoms of dissociative Identity Disorder.

Tatia is the first-known Petrova doppelganger, and her blood was used by Klaus' mother, Esther, to turn her children and husband, Mikaelson, into the first vampires. Following suit is Katherine Pierce, and the modern-day heroine, Elena Gilbert.
With Adyelya's birth, Klaus and Katherine are the only two characters, so far, to become parents during the series. Klaus and Katherine conceived their daughter during a drunken one-night stand, when they hated and were hostile with each other.
He was forced to send her away to live with her aunt Rebekah to protect her from those who would try to harm her, or those who would target her for being a Mikaelson.
