And Morgana wasn't “in command of” the dragon; she befriended it and suffered for years on its behalf. She had earned Aithusa's loyalty. Aithusa was too little to realise that Morgana was her master's enemy and therefore, she followed Morgana's wishes willingly. This doesn't make Morgana a dragonlord.
Aithusa is a white dragon summoned from its egg by Merlin, who later saved Morgana's life by healing her wounds. The Dragon later participated alongside Morgana in scheming against Arthur, Merlin, and Camelot.
He was hatched by Merlin, then forgotten about. Later, he became Morgana's pet. They figured Morgana needed one too. Merlin as a dragonlord, could have freed him from Morgana, and thus prevent him from helping her in her evil plans.
Abilities. Morgana was shown to be a very powerful witch capable of performing feats such as telekinesis, mind control and necromancy.
Upon Balinor's death, Merlin became the last Dragonlord and used his new abilities to tame Kilgharrah and order him away from Camelot (The Last Dragonlord). Merlin's decision to show Kilgharrah mercy earned the dragon's loyalty and they became good friends.

Why didn't Merlin summon the Dragon earlier? Merlin knew that he had only 2 days until Arthur will die. The loss of the horses can't be seen as the reason why they didn't arrive Avalon in time, because Arthur died only minutes after the horses stampeded.
Morgana later becomes deeply attached to Mordred, a young druid boy whose life Merlin saved, risking Uther's wrath should their actions be discovered (The Beginning of the End).

After Mordred tells Morgana that Merlin is Emrys, the sorceress decides to strip the warlock of his magic so that he would be rendered useless in the final battle.

First and foremost, Arthur too, had killed many of her kind. She did not feel like she could trust him. Also, Uther favored him (and illegitimacy aside, Morgana was actually next in line for the throne since she was born before Arthur) so it was natural for her to feel jealous of him.
