Yoda is the grand Master of the Jedi Order and Supreme Leader Snoke is the wannabe Sith Lord who was chopped in half by his half trained apprentice. Yoda was a far superior swordsman and was also proficient in fighting the dark side, so there would be no way that Snoke could come close to even being a match for Yoda.
More cunning and devious than all but the most attuned Force-sensitive beings, Darth Bane could more than likely defeat Yoda in a battle of both strength and wit.

There has been no Sith, as powerful, meticulous, nor as evil as the Emperor himself, Darth Sidious. As previously mentioned, Sidious trained in the Dark Side by Darth Plagueis before Sidious killed Plagueis in his sleep, making Sidious a Sith Master.
When it comes to combat skills, there's no question that Palpatine was far more capable with a lightsaber in his hands than Snoke. Not many people can launch into a 920 corkscrew spin from a prone position and that includes the Supreme Leader.

He's such a major force hanging over all of Star Wars, in fact, that he was ultimately brought back in Rise of Skywalker. His status as a supreme villain comes in large part from his immense power, which at times seems to be almost unlimited.
As the grandson of Anakin Skywalker (on his mother's side), one of the most powerful Force users in the galaxy, Kylo Ren has the appropriate bloodline to destroy Palpatine. It was a redeemed Anakin Skywalker who killed Palpatine the first time, and the same midi-chlorians flow through Ren's veins.
Tarkin was the embodiment of Palpatine's desire to rule by fear and was put in charge of the Death Star project. In many ways, Tarkin was more ruthless than Palpatine.
