Wanda was still a formidable adversary, capable of tipping the scales in favor of Ultron (James Spader) or the Avengers, depending on who she was helping. Still, without her Chaos Magic from Marvel Comics, Wanda was not more powerful than Thor or Hulk.

Thor is a god. He has a thousand years of experience in battle unlike Wanda. He also has the stormbreaker which one shot Thanos in Infinity war and fully pierced through the power of six infinity stones, in which Wanda struggled ( still she was very impressive).

Her body has physical limitations and is only as durable as a human body can be. Her use of magic also drains her physically and is quite exhausting for her as is seen during Multiverse of Madness. She is vulnerable to all attacks and bullets and was easily injured by Proxima Midnight during the attack on Vision.
