Usopp remains to be the weakest member of the Straw Hat Pirates. In Wano, the vast majority of the members of the Straw Hat crew received good power-ups. However, Usopp was one of the members who did not receive any power-up and thus is lagging behind.
He is the DAVID WHO ALWAYS DEFEATS THE GOLIATH (who is obviously stronger than him). That's what makes Usopp special. He will always be the weakest because he doesn't need to be strong, therefore he has the potential to overcome anyone no matter how much stronger they are than him. That's why he will be brave.
Moreover, he could even rip through solid steel. While Usopp's aim is commendable (capable of shooting a tiny, billowing target from across a city), it lacks the caliber to stop Zoro in his tracks (as he was durable enough to withstand a several million volt barrage from Eneru).
Luffy. There is no doubt that Luffy is the strongest and most powerful Straw Hat Pirate in existence. Luffy has always been considered one of the best fighters in all of One Piece, something that he proved more than once during the Land of Wano arc.
However, the kindest Straw Hat Pirate is undoubtedly the ship's doctor, Tony Tony Chopper. One of the most telling reasons for his earning the top spot came during the Onigashima Raid, when Queen unleashed the Ice Oni plague.

Yasopp is probably the strongest sniper in the world, meaning he could defeat his son, Usopp, in a battle.

Every Straw Hat Pirate is, without a doubt, loyal to their captain, and they will offer their lives for him in a heartbeat. Of course, fans can be certain that Luffy will definitely do the same. That said, there is one crew member who stands above the rest in terms of loyalty to Luffy: Roronoa Zoro.
Heracles is a strange warrior that used to reside in the Greenstone forest in the Boin Archipelago. He trained Usopp in the use of Pop Greens for two years.
Luffy's first proper defeat in One Piece came at the hands of Smoker, who served as a Marine Captain back during the Logue Town arc. Being a Logia type made of smoke, it was impossible for Luffy to beat Smoker. The battle between the two wrapped up quite quickly and ended in favor of Smoker.

Both Zoro and Sanji care deeply about each other even though they're in competition with each other. Sanji has risked his life to save Zoro on several occasions and Zoro wouldn't hesitate to do the same for the cook of his crew.
Usopp - 105. absolutely average; Luffy - 95. he does have some wisdom picked from experience, but by no means acts like person with any reasonable intelligence; Zoro - 85.
