HYGIENE aside, there is a practical reason why filling kettles from the cold tap is better for the beverage it contains more oxygen than hot, so the tea will taste better.
Water from the kettle will usually boil at slightly over 100 degrees Celsius, because of 'impurities' in the water, like minerals, which cause it to have a higher boiling temperature.
A pot of 100-degree water will reach its boiling point in less time than a pot of 40-degree water. If you're needing to quickly boil water, filling a pot with hot water is the way to go.
