Breasts usually start to develop around the age of 9 to 11, but it's normal for them to start earlier or later. If a girl's breasts start to develop at a younger age, this doesn't mean she'll have bigger breasts than someone who starts to develop later. The rate at which breasts grow is different for everyone.
The earliest physical change of puberty for girls is usually breast development, which most often begins around 10 or 11 years. But it's perfectly normal for breast development to start anytime between the ages of 7 and 13.

Breast development during puberty

The whole process from the breast bud stage until stage 5 usually takes about 3-4 years. During breast growth, you may experience some tenderness in your breasts. This is normal. Also, the skin may be itchy.
“As soon as the breasts start growing breast buds, small (sometimes very tender) bumps below the nipples, is typically when girls start wearing training bras,” said Dr. Kronborg. “Normally, by the time a girl can fill a B cup is when she'll eventually require a standard bra.”
When your daughter starts to go through puberty, her gonads (ovaries) and adrenal glands (glands that sit on top of the kidneys) release hormones. These hormones cause the first signs of puberty, which are breast development, body odor, underarm hair, pubic hair and acne (pimples).
Some of these changes include: bone growth; getting taller; making hormones in the adrenal glands and ovaries; growing pubic hair, underarm hair, and breasts; and the start of regular, monthly menstrual bleeding. Ultitmately puberty causes the girl to become fertile and release eggs regularly.
Rather than a black-and-white answer, not wearing a bra has its pros and cons, especially depending on the size of your chest. With larger breasts, not having the support of a bra could lead to more back pain and sagging. But with a smaller chest, it's likely that not wearing a bra will cause any drastic changes.
First, though, keep in mind that sagging breasts are completely normal at any age — breasts come in all shapes and sizes and can change throughout your life. While sagging most often happens with aging, it can also happen during puberty, pregnancy or with vigorous exercise.
