“Give me a two” basically means asking for another person who will back them up during room breaching (or whatever the operation is). The next operator who responded to his/her request will tap the requester's shoulder so he/she knows that he/she got back-up, or his number 2 so to speak. Dan Robb.
It refers to the Los Angeles Police Department SWAT. 20 David is the radio call sign for the first of the six sergeants each in charge of a 10 person squad. 10 David is the radio call sign for the Lieutenant. David is the radio phonetic for the letter D.
LAPD SWAT Structure
The Lieutenant, referred to as 10-David is designated the SWAT commander, responsible to the Chief of Police for the unit's activities. The 6 'Sergeants report to the Lieutenant and according to seniority, are designated as 20-David through 70-David.
“Code 4” means everything is under control or the scene is safe. It indicates the officers are now in charge of the situation they were called to.
