Krum didn't do anything to Fleur, while Krum was imperiused by Moody and attacked Cedric, Moody says that he stunned Fleur. Nothing, because it's Crouch! Moody who stuns her in the maze in terms of book canon.

Cedric really did not have a chance to utter any spells or even focus on Wormtail before Voldemort called ' kill the spare'. In all honesty it all came down to the element of surprise due to neither of the competitors knowing what they would face when transported into an unknown graveyard.
