A watcher on eBay is a user who has selected to track a particular item by clicking the heart icon from the search results. By watching an item on eBay, a user can curate their own personal list of items, allowing them to more easily keep tabs on item activity.
eBay shoppers use the watch button to manage their interests. By watching an item, you can bookmark it for later to stay up-to-date on the auction and compare to other options. There are many reasons a person may choose to watch an item including: True interest in purchasing the item.
As a seller, you can see how many people are watching your listing under the Watcher column on your active listings page. You can track how many watchers you have on each individual listing, but the identity of the watchers is kept anonymous. There is no way to ID who is watching your sale, or why.
You can add up to 400 items to your Watchlist, so you don't have to worry about losing track of items you're considering buying.
A page view is counted when a potential buyer lands on your listing on the eBay website or mobile app.
A view is when someone opens you listing. A watcher is when someone who has flagged your item to be added to his Watch List. The view count contains only views within the last 30 days. An item can be watched indefinitely.
eBay uses competitive prices to rank listings under the Best Matches section of the results page. If you over-price your product, not only do you lose the benefit of being listed at the top of the page, but you also risk losing view count because there will be other sellers offering the item at a much lower price.

Or they could be one of your competitors and just watching to see how their listings perform against yours. It's impossible to know which category your watchers fall into.
