An ideal oxygen level is between 96% and 99% and an ideal heart rate is between 50 and 90 beats per minute (bpm). The oxygen level may be lower in some people with lung conditions, even when they are feeling well.
If you are using an at-home oximeter, you should contact your health care provider if your oxygen saturation level is 92 percent or lower. If it falls to 88 percent or lower, seek immediate medical attention.

Shortness of breath does not equal saturation (SaO2%)
In other words, your level of dyspnea, or air hunger, does not always correlate with your oxygen saturation. This means that you can be short of breath, even extremely short of breath, even in the presence of normal oxygen saturation.
If you have a symptom of shortness of breath or a known lung or heart condition, your doctor may recommend use of a pulse oximeter. The pulse oximeter, or Pulse Ox, is an electronic device that measures the saturation of oxygen carried in your red blood cells.
A decrease in oxygen saturation and increases in pulse rate and heart rate variability were found to be associated with ambient concentration of fine particles. A heart rate acceleration may well result either from impairment of autonomic nervous cardiac control or in response to hypoxia.
A person may have dyspnea even though the actual levels of oxygen are within a normal range. It is important to understand that people do not suffocate or die from dyspnea. But tell your health care team right away if you have any of these symptoms or if they get worse.
It's possible (and perfectly natural) for your SpO2 to change throughout the day, particularly if you're transitioning from low-energy to high-energy activities. However, as long as your SpO2 stays within a healthy range amidst these fluctuations, there's no need for concern.
Which finger to use in a pulse oximeter? As per the studies, your right hand's middle finger shows the best results. Make sure to take off any nail polish and avoid using on cold fingers as the readings may not show correctly.
Digital pulse oximetry is a rapid noninvasive test and is used to estimate arterial oxygen saturation. However, falsely low readings are common due to a range of causes including motion artifact, hypotension, nail polish, darker skin pigmentation, and venous pulsations.
