Jokers's IQ is estimated to be around 350 (which is insane even in the real world), while Batman's is around 290. Additionally, the joker has been known to trick Batman numerous times causing him to even doubt himself in some cases.
If we're talking Savage Hulk, I'd put his IQ right around 99 on the Current “Wechsler IQ Classification” scale.

Natasha Romanoff/Black Widow
Despite being underwritten during most of her MCU tenure, Natasha's cleverness was obvious. She easily duped Tony Stark in Iron Man 2 and coaxed vital information out of the villains (especially Loki) in The Avengers.
Thor may not always display his intelligence unlike his brother, Loki, but he would never win any battles if he does not know the strategy. It requires massive knowledge and intuition to win a fight, and together with this physical strength, he can conquer anything.
