Generally, it is safe to assume that if a size label reads "12 months," you can interpret that to be 9-12 months. The same holds true with clothes marked "18 months." Plan on those outfits fitting from 12-18 months of age.
Size 24 months is clothing designed for babies ages 18-24 months. Size 2T is clothing designed for a 2 to 3-year-old.
1. Always choose one size ahead of your baby's actual age. Sizes can be on the small side and babies grow quickly. Most 6-month-old babies can wear clothes size 9–12 months, 1-year-olds wear size 2 and so on.
Size 1 | 12-18 Months
This size, as the name suggests, is perfect for children around the 1-year-old mark. It's intended for babies up to 18 months, weighing up to 12 kg and measuring 84 cm.

9-12M – Generally fits babies weighing 19-22lbs. 6-12M / 12M – Supposedly fits babies weighing 17-22lbs, but actually fits babies on the larger side of that range. 12-18M / 18M – Generally fits babies weighing 22-27lbs. 18-24M / 24M – Generally fits toddlers weighing 27-30lbs. This is a smaller size than 2T.

By the time children reach 12 months of age, they are considered to be 'toddlers'. While toddlers can vary in their size shape and personality, there is a well-defined time frame over which most toddlers will reach their developmental milestones.
The average 12-month-old boy weighs 21 pounds, with a height of 30 inches. The average girl at a year is 29½ inches tall with a weight of just shy of 20 pounds. Your tot may weigh in at more or less than these averages, and that's perfectly normal.
18-24 Months -- Ages and Stages
Welcome to the world of toddlerhood! This stage brings a greater sense of independence as children learn to walk, run, and climb with greater skill and they love to imitate everything you do.
It's a good idea to choose clothes that are comfortable and easy to put on and off. Stretchy body suits, t-shirt tops or tops with envelope necks, and elastic-waist pants or leggings work well. And as your baby starts to move around, clothes that let your baby move freely are a practical choice.
After the 12-month mark, they are in 6-month increments. After 24-months the clothing is broken down by year. So, in the United States, clothing sizes look like this 0-3m, 3-6m, 6-9m, 9-12m, 12-18m, 18-24m, 2T, 3T, 4T, and so on.
