This is shown to be the case with Deku's Black Whip quirk and would theoretically apply to any other powers All For One has stolen and transferred to other people throughout his evil dealings.
Izuku's quirk, One For All, can stockpile one's power, increasing the user's physical capabilities and being transferred from one person to another. Since this quirk can be passed down from user to user, the different quirks of the previous One For All holders also become embedded into One For All as well.
All Might wasn't born with his power. He was given a unique quirk called One For All, which can be passed from one person to another and becomes more powerful with each new possessor.
Izuku Midoriya's strongest Quirk is, without a doubt, the One For All. This Quirk first belonged to All For One's brother, Yoichi. After him, there have been eight more users of these powers. All Might, the eighth user of One For All, passed it down to Izuku Midoriya, making him the 9th and the final user.
Tail (Mashirao Ojiro)
The worst quirk in class belongs to Mashiro Ojiro. His power is tail, and that's everything you need to know. He has a relatively strong tail, allowing him to pack an extra punch in hand-to-hand combat. He can also use it to swing around, similar to a capuchin monkey!
The power of Rimuru is immense, only topped by the likes of Milim the demon lord. Rimuru is not just stronger than Deku, but even Endeavor, My Hero Academia's current Number 1 Hero, would lose to him.
History. The first person to manifest a Quirk was a newborn baby in the city of Quig Quig, China, who had the ability to emanate light from their body. After that incident, many people around the world began to manifest different kinds of special abilities, though the cause of the phenomenon was unknown.
10 The First Quirk
The first known Quirk is said to have been wielded by a baby in China's Qing Qing City. While the reason behind the sudden appearance of this Quirk is unknown, it is said that the baby wielding this Quirk glowed with a luminescent light, and was thus called the 'Luminescent Baby'.
Garaki specifically stole Deku's quirk from him as a child because of its impressive potential, it's also likely that same quirk could've been the ability that All For One chose to pass down to his quirkless successor, Shigaraki.
All For One is arguably the rarest and most powerful Quirk possessed by any villain in My Hero Academia. This Quirk so thoroughly defines its bearer that he's taken it as his name. All For One's Quirk lets him steal Quirks from other people and use them as though they were his own.
As of now, Deku has access to seven Quirks, namely One For All, Transmission, Fa Jin, Danger Sense, Blackwhip, Smokescreen, and Float. The basic gist of all these powers is that they all come from the previous One For All users, with their abilities becoming stronger throughout the generations.
Bakugo is the only student who knows Deku's secret which puts him in a unique position to protect Deku.
The protagonist of My Hero Academia, Izuku Midoriya was the first Quirkless character to be introduced. Izuku was born without a Quirk, but despite that, he wanted to become the Number One Hero, just like All Might.
Trivia. Life Force, All For One, One For All, Fa Jin, Gearshift, and the unnamed Luminescence Quirk are the oldest known Quirks in the series.
All For One is, quite possibly, the strongest Quirk there is in My Hero Academia. It was formerly wielded by All For One and is currently in Shigaraki Tomura's possession.
While not every One For All user has had multiple Quirks, some of them did indeed possess more than one, with the first user of One For All, Yoichi Shigaraki, being the prime example. He has access to two Quirks, as did Hikage Shinomori, and Diagoro Banjo.
The man that would be known as Nine was born with a Quirk that allowed him to control and manipulate the weather around him. His Quirk was immensely powerful and was viewed as a god-like ability. At the same time though, Nine was one of the many who felt outcasted in society and believed that it should not be this way.

One of the most rare quirks is any type of healing or medical related quirks. ONE character has it in the known MHA universe, which is the Recovery Girl. And the other is warp. Eri's quirk is proabably one of, if not THE most rare quirk in all of MHA.
It's impossible to ignore, considering his potential, when talking about strength. Moreover, Deku's quirk, "One For All", inherited from All Might himself, naturally secures his spot as the strongest in his class.
Dabi is more akin to a squishy wizard than a bulky warrior in My Hero Academia. Deku's best shot is to fly towards Dabi at high speeds and land a devastating punch. Therefore, he cannot let the battle go on for too long.
During his time as the Number One Hero, All Might fought All For One twice and managed to defeat him during both encounters. Without a doubt, he's far stronger than Izuku Midoriya.
