But in the vast majority of instances, what God is often saying is for you to completely move on. God has given us authority over our minds. He won't force us to think about someone but he will allow us to think about someone if we are refusing to move on. Our thoughts are often a manifestation of our inner feelings.
It is all to do with God aligning our lives with His purpose. Each meeting has a set time and serves it's own purpose. God will always bring the right people into our lives, but we have to let the wrong people walk away.
You will know when God is behind a relationship or when Satan is behind a relationship based upon how this relationship is affecting your connection to Christ. If you feel more and more distant from God the closer you get with this person, this is a sign God does not want you in this relationship.
