When it comes to True Hakai power, it's a foregone conclusion that anything hit with this power will be instantly destroyed. There are simply too many examples of this throughout DBS already, and will likely continue to be displayed. As a result, Goku would be unable to survive this form of Hakai exposure.
Well, technically, no. Since both Zeno's are the same, just from different timelines, and they both have the exact same power. Neither one of them and erase the other. Also, They are not omnipotent, and they have a limit to their power.
Jiren's strength comes from his suffering, something no one in Universe 7, other than Future Trunks, could ever relate to. Jiren, however, took his grieving to the extreme by training relentlessly instead of trying to make peace with his pain.
Jiren's power would eventually grow to be greater than that of even a God of Destruction; however, he was not interested in becoming one and so his comrade Top was chosen to be the God of Destruction candidate for Universe 11 instead.
