The Omni-King of the Dragon Ball franchise, Zeno, is undoubtedly stronger than Beerus. Zeno is, in fact, so much stronger than Beerus that the Destroyer is terrified of angering or upsetting him.
As the main character, Goku eventually surpassing Beerus is all but guaranteed. After all, Goku's journey is one of encountering and overcoming obstacles. It was demonstrated with Demon King Piccolo, then Frieza, then Kid Buu.

1) Beerus. Although Jiren is said to be able to defeat a God of Destruction, it's unlikely Beerus is at risk of suffering that defeat. Beerus has yet to use 100% of his powers in Dragon Ball Super thus far, whereas Jiren at 100% struggled against Mastered Ultra Instinct (MUI) Goku.
Monaka was initially described as being a hero of his home world planet, Wagashi. At some point in his past, he was said to have fought against the God of Destruction Beerus. He managed to cause Beerus trouble, which makes him later claim Monaka as the strongest fighter he's ever faced.

The unnamed race of God of Destruction Beerus are a species of purple feline humanoids that inhabit the universes. In Battle of Gods, Oolong refers to Beerus as a "Catman". In Dragon Ball Fusions, they are considered part of the Offworlder race.
1 Beerus Beats Zeus Because Of His Powerful Ki
It is unclear whether Zeus could do battle in space, but even if he could, he would be going to war without the sky backing him up. Perhaps he could still use lightning as a weapon in space.
Whis appears to be a rather carefree person, as seen throughout the run of Dragon Ball Super. Where Beerus tends to get angry due to his short-tempered nature, Whis usually remains calm because the scope of most situations is within his grasp. However, he does have his own fears, one of them being the Omni King.
Angels such as Whis may take no action unless directly instructed by their universe's God of Destruction. The latter are most likely given free rein to do as they please because they are nowhere near as powerful as Angels. That said, Angels are not strictly beholden to their God of Destruction.
In Kakarot, Whis can use Ultra Instinct during training battles during which he automatically dodges every attack that should hit him.
To pay them their respects, Beerus begins calling his fighters by their name instead of various nicknames he has for them. The prime examples of this are Krillin, Gohan, Master Roshi, and Piccolo, all of whom are acknowledged by Beerus upon their defeat.
Beerus is the God of Destruction hailing from Universe 7. He is the strongest God of Destruction among the 12 universes in Dragon Ball. He trained with Whis, which makes him extremely powerful, and it would take Beerus barely any effort to completely obliterate his opponents.
Who is the second strongest foe of Beerus? Having enjoyed the match, Beerus spares both Goku and the Earth, saying that Goku was the second strongest opponent he ever faced; the first being his caretaker and martial arts teacher, Whis.
Although Broly is thought to be stronger than Beerus, it can't be denied that Beerus has extra powers up his sleeve, such as Hakai. Beerus' status as a God of Destruction ultimately gives him the edge over pretty much anyone — including Broly.
Beerus was afraid Beerus would cause Xeno to destroy his universe, not of Jiren himself. He was scared Goku would lose.

Unfortunately, the difference in power between Beerus and Frieza is immense, meaning that there's simply no way that Frieza can overthrow this permanent thorn in his side.
