Hand signs depict how shinobi can manipulate their chakra properly. However, a highly-skilled shinobi can perform numerous Jutsu with one hand, while others require no signs at all, even though nearly every technique of Ninjutsu and Genjutsu is based on the 12 basic hand signs and seals.
Although rare, it is possible for a shinobi to be able to do hand seals with just one hand. The only shinobi seen so far capable of this are Zabuza Momochi, Haku, Itachi Uchiha,Guren, Minato Namikaze, Naruto Uzumaki, and Sasuke Uchiha.

Forbidden Jutsus are those deemed too dangerous as they can cause harm to the user such as with Naruto's Rasenshuriken, violate the laws of nature such as with Pain's Rinne Rebirth Technique, or cause massive collateral damage.
