Luffy wants to be the king of the pirates. So marrying Boa Hancock right now would only get in the way of that, because he can't balance between both his dream and goals, and a family, at the same time.
Robin also seems to be very devoted to Luffy, as he is the only person whom she wants to get stronger for. This shows how great her dedication to her captain has become after the Enies Lobby Arc.
