Yamata is going to become the 11th member of the Straw Hat Pirates soon. We thought she will become one by the end of the Wano arc, but unfortunately, she stayed to help Momonosuke and the others raise Wano back to glory again. But Yamato is confirmed to be the unofficial 11th member of the Straw Hat Pirates.
So the theory suggests Vivi to be the 13th with her Celestial Dragon lineage tying her to the dragon sign.

When Monkey D. Luffy first left Foosha Village in his little dingy to set out to sea, he decided that his pirate crew should have 10 members.
Perhaps the most emotional departure in the series, the ship's cook Sanji left the crew after receiving an invitation to a wedding: His own. Sanji's biological father Vinsmoke Judge decided to marry his son off to Charlotte Pudding, the daughter of the powerful pirate Big Mom.

Luffy is the by far the strongest member of the Straw Hat Pirates. As the Fifth Emperor of the Sea, Luffy is incredibly powerful and is able to hold his own against the Yonko of the One Piece world. He uses the power of the Gomu Gomu no Mi in incredible ways and keeps getting stronger.
Despite all the build up, Yamato ended up not joining the Straw Hat Pirates and here's why. The Straw Hat Pirates are a powerful bunch that hail from the East Blue and are led by the protagonist of One Piece, Monkey D. Luffy.
Fans were already accustomed to seeing Vivi with the crew by this point, however, sadly, she decided to stay behind and not join the Straw Hat Pirates. At the end of the day, Arabasta was her country and she did not want to leave her people behind.
Big Mom regains Zeus. On the day of the Fire Festival, Zeus joined the Straw Hats on the Thousand Sunny as they entered the battle with the Beasts Pirates.
One of the strongest fighters under Luffy, Franky is the shipwright of the Straw Hat Pirates. He has modified his body and made himself into a cyborg and, as such, his fighting prowess is incredibly high. In Wano, Franky took down a member of the Numbers in a single shot.
Hancock's position within the Kuja Pirates is perhaps the biggest thing preventing her from joining the Straw Hat Pirates, or any other crew for that matter. For one thing, she's nearly irreplaceable as its leader.

Robin also seems to be very devoted to Luffy, as he is the only person whom she wants to get stronger for. This shows how great her dedication to her captain has become after being rescued from Enies Lobby. Upon learning of Ace's death, Robin was very shocked and became greatly concerned about Luffy's wellbeing.
However, he is also an equally important fighter in the crew, being part of the Monster Trio, along with Zoro and Luffy, and, one of the Pirate King's Wings. While Sanji does not have a Devil Fruit, if you were to ever eat one, there are certain ones that would fit him perfectly.
