Sasuke Uchiha is the strongest known lightning style user in the Naruto series. Like
Of Course, it's Sasuke as he mastered it to another level same as Naruto did with Rasingun to Rasenshuriken. He holds Blaze nature, if you've watched the episodes where he shaped the chidori or used it as shield while Kakashi Can't.
However, Dōsetsu used his Chidori to cut the Thunder God inside the lightning bolt, allowing him to survive. After this incident, he renamed his 'Chidori' to 'Raikiri' (雷切, Lightning Cutter). He fought in 37 battles while about half of his body was paralyzed. It was for this he was known as 'Oni Dōsetsu'.
The Chidori was created by Kakashi Hatake after he failed to apply his lightning-nature to the Rasengan. He intended for the Chidori to be a weapon used only to protect friends and loved ones.
By the end of the series, there is no doubt that Sasuke is stronger than Kakashi.
1) Madara Uchiha
This man was able to tame tailed beasts which really showcased his strength. As a child, Madara was able to awaken his Sharingan with one Tomoe in each eye. His mastery of the Sharingan and jutsu capabilities makes him far stronger than Kakashi.
Kakashi Hatake struggled to gain victory over Itachi Uchiha a few times over the course of the Naruto and Naruto: Shippuden saga. Kakashi was given a single Sharingan eye that he was able to turn into a Mangekyou Sharingan, and Itachi had access to two Mangekyou Sharingan.
It was invented by Kakashi Hatake as a replacement for the Lightning Cutter, which he could no longer safely use after the loss of his Sharingan.
Rasengan was made by a Wind-type, and used by said Wind-type's son, who was also Wind-type. Compared to Chidori, made by a Lightning-type and used by (To my knowledge) a native Fire-type. Sure, you label him Lightning in-game, but most if not all other Uchiha born to the clan have a Fire chakra-type.
Naruto's father Minato Namikaze was Konohagakure's Fourth Hokage. Also renowned as the Yellow Flash, Minato created the Rasengan at some point in his life. Minato used this technique extensively, as it didn't take long to prepare and could be used in conjunction with the Flying Thunder God.
Susano'o is the brother of Amaterasu, the goddess of the sun, and of Tsukuyomi, the god of the moon. All three were created from Izanagi, when he washed his face to clean the dirtiness of Yomi, the underworld.

If you know Kakashi, he relies on his speed rather than power. Purple Lightning is a very effective jutsu for Kakashi and quite powerful also.
Although strong, the Chidori doesn't really hold up well against the Rasengan, as seen when both Naruto and Sasuke tried out their Jutsu during the original series.

"A jutsu in which the user charges toward a target and pierces the enemy with a black electrical charge, damaging them and lowering their attack speed." Onyx Chidori is a Ninjutsu available to use in Shinobi Striker - as a part of Season Pass 2.
When drawing on the chakra of his Cursed Seal of Heaven, Sasuke uses a "Flapping Chidori" (羽撃く千鳥, Habataku Chidori, English TV: Black Chidori, Literally meaning: Flapping One Thousand Birds), which is stronger, darker in colour, and sounds like flapping wings rather than chirping birds.
This jutsu is just like the original Chidori used by Kakashi Hatake. The difference is that it is red and can be shot at someone. Its much more powerful than the original as well.
'Chidori' (#千鳥) is the Japanese term for a plover, and 'nami' means wave.
Pain killed Kakashi during his attack on the Hidden Leaf Village, but that was before a lot of training and the addition of the second Mangekyou Sharingan eye. With that enhanced power, Kakashi would be able to slay even the likes of Pain/Nagato.
Following the conclusion of the war, Kakashi is named by Tsunade as her successor, the Sixth Hokage, with his first act being to pardon Sasuke for his crimes. He holds this title for many years before finally passing it to Naruto, as revealed in the epilogue.
However, if the Boruto two characters went up against each other, Kakashi would win despite losing his Sharingan. Kakashi losing his Sharingan means he cannot copy the ninjutsu that the enemy performs.
