Eobard Thawne has been known as both Reverse-Flash and Professor Zoom, and he is easily the fastest member of Flash's rogues' gallery and his most dangerous villain. He is from the 25th Century and has an intense hatred for Flash, making it his life goal to destroy Barry Allen.

Super Speed: Black Flash can move at insanely fast speeds, it was able to outmatch the speeds of Barry Allen, who was faster than Zoom.
As the current Flash in DC Comics, Wally West is one of the fastest men alive, easily able to outpace people like Superman and manage to keep up with people like Barry Allen, but a long time ago Wally admitted that the Reverse Flash is much faster than him.
3. Savitar - Barry was the only speedster fast enough to beat Savitar. Eobard could beat him too as he is from the future (and knows everything) and the Negative Force (His powers) mimic the Speed Force (Barry's powers). Savitar is also self proclaimed, “the God of Speed”.

Like other speedsters, Godspeed can run up to 10 times the speed of light by entering the Speed Force.
He is stated to be capable of exceeding light-speed (299,792,458 m/s), which could explain why he can go through the breaches between Earth-2 and Earth-1, and can move at speeds of Mach6-8, easily outmatching Barry's speed in their first fight.
The Dark Flash is an evil variant of Barry Allen from 2013.

Superhuman Speed: Wally is capable of moving at incredible superhuman speeds. He was able to cover 7,000 miles in 6.25 seconds, and even accelerate far beyond lightspeed to the point of entering the Speed Force dimension.
When Barry got his Tachyon device, he was running faster than Zoom, who was over 4x faster than Barry's fastest ever speed. Which is obviously faster than we've seen Reverse-Flash. But Barry was never able to catch Eobard when he was running (excluding his past self) so we've never seen Reverse-Flash at top speed.
The original “man in the yellow suit” was Eobard Thawne, who became Professor Zoom, the Reverse-Flash. Thawne was a man from the future who got himself some super speed and a snazzy suit (don't ask how, just go with it) and became obsessed with Barry Allen and came back in time to bedevil him.
According to Max Mercury one touch from the Black Flash, can cause instant death. Superhuman Speed: The Black Flash can move at vast superhuman speeds, easily keeping up with Barry Allen, and surpassing the speed of light.
In the DC comics, Accelerated Man is the Earth 19 equivalent of the Flash.
Godspeed (The Flash) is able to channel his vibrational energy in order to generate powerful sonic booms able to repel or hold down his opponents from either his hands or chest. He is also able to use it to steal the speed from other speedsters in order to bolster his own.

He later starred on The Flash (2014) as the young Barry Allen. Logan attended a private school but mostly enjoyed hanging out with his friends, skateboarding, soccer and music.
Mercury is one of 12 ancient Roman deities in Roman mythology. He is most often associated with being the Roman god of speed, though he took on many other godly duties, including his role as the escort to the Underworld.
Professor Eobard Thawne (commonly known as Professor Zoom) first appeared in The Flash #139 (September 1963). The archenemy of Barry Allen, he is the first supervillain to be called the Reverse-Flash.

Labs particle accelerator explosion, Hunter was affected during electroshock therapy by the dark matter emitted, giving him superhuman speed and various other abilities derived from it. Following this, he escaped and began acting as the supervillain known as Zoom, stylized as the Speed Demon.
When Barry's time remanant ran around the machine that was going to destroy the mulitverse, he burnt up and that is Savitar. When he burnt up from running so fast, you could see his face was burning. That is why Savitar has a weird "pizza" scar on his one side of his face.
