Walter, while smarter, had some series issues which Fring didn't. Fring was more disciplined. He had a better logical mind than Walter and never let his ego get in the way of winning.
145 is a good estimate of Walter White's IQ. That's just above genius level, which is 140. Somebody with an IQ of 145 is very capable of being a college professor or a chemist.
Walter became dangerous once he developed his alter ego, Heisenberg. Certainly Gus underestimated him as a threat. But Walter spent most of his life as benign—he needed to develop cancer to feel his anger at lost opportunities. Walt was dangerous as Heisenberg when he felt thwarted and desperate.
There is no clear answer to this question as it depends on the situation. Saul Goodman is a criminal lawyer who is very good at his job, while Walter White is a high school chemistry teacher turned meth kingpin. Both characters are intelligent and have their own areas of expertise.
Although not as smart as her genius husband, Skyler is highly intelligent. She manages to figure out her husband's double life with the little information she had in a matter of months.
Up to this point, Gus is portrayed as the smartest person on the show, matched only by Walter White in Breaking Bad. In spite of this, Lalo is able to believably outmaneuver him at nearly every turn.
Over time, the relationship between Walt and Gus deteriorated significantly. Walt organized the murder of Gale, had a brother-in-law in the DEA, and was far too intelligent and arrogant for his own good. In simpler terms, Walt and Gus were far too alike as far as both wanting to be the boss and in total control.
He was wary of him, but he didn't fear him. A commonality between the people who Walt goes up against is that they all underestimate just how far Walt is willing to go in order to achieve his goals, and that underestimation ends up costing them big time. Gus was no different.
He rigs a pipe bomb to Gus's car, but the ever-cautious drug kingpin suspects foul play and avoids the vehicle. Walt is forced to find another tactic. At the end of season 4, Walt manages to kill his boss by using Gus Fring's hatred for Hector against him.

Visalini is an Indian prodigy who is purported to have an officially tested IQ of 225. Visalini also holds several other records including the youngest person to receive CCNA certification and youngest person to receive EXIN cloud computing certification.
The appropriately named Marilyn vos Savant is in a class of her own. According to Guinness World Records, her astonishing IQ of 228 is the highest ever recorded. The daughter of an Italian and a German immigrant, vos Savant was born in St. Louis, Missouri, in 1946.
The boyfriend Gould is referring to is Max Arciniega (James Martinez), who Breaking Bad fans will remember as Gus' friend and business partner.

Season 4. He suffocated Arturo Colon to death with a plastic bag to intimidate Nacho Varga while forcing him to be Gus' spy in the Cartel.
Throughout the five seasons of Breaking Bad, Walter White caused the death of almost 300 people, directly or indirectly. As the character descended into wickedness, Walt didn't necessarily seem to fall under the label of a psychotic murderer.
Plot Summary (3) When Hank produces evidence that Gus is Albuquerque's crystal meth kingpin, Walt worries that he and Jesse will be killed to protect their boss. Hank's discovery of Gus Fring's fingerprint in Gale Boetticher's apartment is enough for DEA and Albuquerque PD to bring Gus in for an interview.
However, Jesse was extremely loyal to Walt and wouldn't cook without him. Thus, Gus hatched a plan to kill Walt, though Walt ultimately beat him to the punch.
9/10 Gus Fring Rarely Puts A Foot Out Of Place
Breaking Bad and Better Call Saul showcase many types of genius. Gus Fring has a reasonable claim to being the smartest character on either show.
Despite displaying several features of antisocial personality disorder (stealing from his family, a history of conning people and defying authority), he can be compassionate and is guided by an idiosyncratic code of ethics.
Better Call Saul season 6's "Carrot & Stick" speaks to Gus Fring's awesome instincts, not only knowing a visit to Hector Salamanca was the best method of confirming whether the Lalo assassination stuck, but also getting exactly the cues he wanted from their conversation.
