The Rasengan was created by 4th Hokage aka Yellow flash of Leaf Lord Minato Namikaze, which he based on the Tailed Beast Ball. He spent three years creating the Rasengan, which he intended to be the highest form of shape transformation. Its minato. He invented it.
According to Konohamaru the only people that can use the Rasengan were the late 4th Hokage Minato Namikaze, and old man Master Jiraiya. And among the living are only big brother Naruto Uzumaki, and myself.

The Rasengan was taught to him by his student, Minato Namikaze, who Jiraiya described as a once-in-a-generation prodigy. Akin to Minato, Jiraiya relied on this Jutsu quite a lot and, with time, it became his go-to technique.
Boruto's is uniquely green in chakra and sports rings around the central sphere. Though his is incomplete, Boruto is able to throw it.
Rasengan was made by a Wind-type, and used by said Wind-type's son, who was also Wind-type. Compared to Chidori, made by a Lightning-type and used by (To my knowledge) a native Fire-type. Sure, you label him Lightning in-game, but most if not all other Uchiha born to the clan have a Fire chakra-type.

One of the members of the Legendary Sannin, Jiraiya was the teacher of many great ninjas, including Naruto, Minato, Nagato, and, Konan. When he reverse-summoned to Mount Myoboku, Fukasaku took Jiraiya under his wing and taught him the Sage Mode.
While many associates the Flying Raijin Jutsu with Minato Namikaze, it was actually Tobirama Senju who created this unfettered ability.
Although the Rasenshuriken can destroy the opponents at a cellular level with countless cuts, it also damages Naruto's chakra system. As such, this technique was forbidden by Tsunade Senju, the Fifth Hokage.
