While Visenya Targaryen rode Vhagar in the past, Princess Laena Velaryon (Nanna Blondell) was first to own her in the "House of the Dragon" timeline. We even see her flying alongside her husband, Prince Daemon Targaryen (Matt Smith), as they head back to Pentos.
Baelon would ride Vhagar during the Fourth Dornish War, where Baelon, his brother Aemon, and King Jaehaerys annihilated a Dornish fleet aiming to attack the Stormlands. Balerion the Black Dread would die of old age in 94 AC, leaving Vhagar as the lone surviving dragon who had participated in the War of Conquest.
As Luke attempts to evade Vhagar, Arrax begins defying commands, leading to him swooping around and breathing fire into Vhagar's face. The cranky elder dragon formerly ridden during the War of Conquest decides enough is enough, and sets out to finish off Arrax.
