The rules of the IIHF, NHL and Hockey Canada do not permit goaltenders to be designated as on-ice captains, due to the logistical challenge of having the goaltender relay rules discussions between referees and coaches and then return to the crease.
No goalkeeper s shall be entitled to exercise the privileges of Captain. Each designated player should wear the letter “C” or “A,” approximately three inches in height and in contrasting color, on the front of the sweater.
The "C” stands for captain—the team captain. In hockey, the team usually elects the captain, who is allowed to speak to the referees and ask for rule interpretations, which he relays to the coaches and other players on the bench. The captain is the only player on the team with this authority.
The last goalie to become captain was Montreal goalie Bill Durnan. He became captain in 1947-48 and he's the reason for Rule 14D. He spent so much time talking to refs that games actually got longer!
There is no rule preventing a goalkeeper from being named a Captain or Alternate Captain as an honor by the team to show leadership. However, that goalkeeper may not exercise Captain's privileges during a game.
Trivia. Gianpiero Combi, Dino Zoff (1982), Iker Casillas (2010) and Hugo Lloris (2018), are the only goalkeepers to have won the FIFA World Cup as captain of their national teams. Combi, alongside František Plánička, was one of the only two goalkeepers-captains at the same World Cup final.
Goalies typically can't be captains in most hockey leagues and recreational games because the role of the captain is to speak to the referees and this is logistically difficult for a goalies who needs to stay inside his crease, and be mentally and physically prepared for the puck drop.
Goalkeepers can generally play at the highest level for much longer than outfield players so the chances that your goalkeeper is the most experienced member of the team or the longest serving player are quite high. Experience is a very important trait in a captain.
27.8 Restricted Area – A goalkeeper shall not play the puck outside of the designated area behind the net. This area shall be defined by lines that begin six feet (6') from either goal post and extend diagonally to points twenty-eight feet (28') apart at the end boards.
G. Goals. A goal is awarded to the last player on the scoring team to touch the puck prior to the puck entering the net.
After the A teams are selected, all remaining players will play on a Local League (LL) team. There are typically 2 or 3 LL teams in each age division.

FIFA requested that the anticipatory roster, that teams were invited to submit sometime before the first day of the tournament, should include three goalkeepers. This was so that teams would be able to have two 'keepers on the game roster for each and every game, no matter what might happen.
Why are most football (soccer) teams' captains not strikers? For the same reasons commanding officers are usually not shock troopers. In order to lead, you should have a good view of the field, so being in the center or the rear of the team is more suited for the captaincy.
