It's not a physical or a magical strength, Odin was just telling Thor that Thor is better than him. Stronger emotionally, wiser, would be a better king, etc.
Odin. Odin is basically Thor and all the other Asgardians rolled into one—though he's even wiser, more experienced, and minus one eye. As the default King of Asgard, Odin is easily the most powerful being in his realm.
He saw too much of himself in his son; a brash and reckless man whose imperialistic ways would plunge the Nine Realms into chaos and launch Asgard into an age of conquest. No wonder Odin was so angry; when he judged Thor as unworthy, he was also casting judgment upon the man he used to be.
Thor Has His Hammer, Mjolnir
As seen in Thor: Ragnarok, after he loses Mjolnir to Hela's rage, Thor goes on a quest to make Stormbreaker which became more powerful than his previous hammer. He is known to control thunder and lightning, which adds to his potency and influence in battle.
THOR didn't inherit the Odinforce or understand his own power, much less the Odinforce. HELA inherited the Odinforce and understood her power on a much more instinctual level. Also note: Odin himself wasn't able to hold back Hela on his own.
Odin would win in a fight against Thor because he is simply a lot more powerful and more intelligent than his son. Thor, of course, is the superior physical specimen between the two but is still light years away from his father in terms of his power, intelligence, wisdom, and experience.
Love and Thunder highlights this problem. In the opening voice-over, Korg explains that Thor is vulnerable and conflicted because he's lost so many people close to him.
The iconic scene that shocked everyone is the main reason why Hela could easily defeat Thor. She crushed Mjolnir with just her bare hands and it seems like she did it effortlessly. Aside from that, she was able to stop it from hitting her and managed to carry it before pulverizing it to the ground.
The most powerful Thor variant is Ultimate Thor, who's real name is Thorlief Golmen. Golmen discovers he is the most recent reincarnation of Thor Odinson and begins his journey as the new God of Thunder. This version of Thor was less reliant on Mjolnir as a power source.
There are very few powers that Mjolnir grants him, but it does seem to amplify his connection to the Odinforce at all times, and accordingly, powers him up. Still, most of Thor's powers can be performed without Mjolnir.
In Norse mythology, the hammer Mjolnir is simply too heavy for anyone other than Thor to lift, but over the centuries, the story evolved and even super-strong entities couldn't lift the weapon.
Starting A War With Jotunheim
In Thor's arrogant youth, he is more concerned with appearing like a great warrior than ruling like a great king. This is what leads to his foolish invasion into Jotunheim. Because he was not big enough to let the issue go, he reignited war with the Frost Giants.
As Odin's right hand, Hela saw anyone standing in their way of domination of the Nine Realms as an enemy of Asgard. When Odin decided to become a benevolent king and have Thor, he imprisoned her in Hel for some millennia, erasing her from Asgardian history.
Surtur, the fire demon, forges a sword called Twilight which would bring about the end of Asgard and Earth. Odin perishes many times facing him and ultimately gets caught in eternal combat with the demon.
The trivial answer is that Odin cannot lose to Zeus because Zeus is not Fenrir and, according to Norse mythology, Odin has been prophesied to be swallowed by Fenrir in Ragnarok. Odin cannot die before then so Zeus cannot win.
The Hulk is an incredibly powerful Avenger in the MCU. He effortlessly defeated Chitauri Leviathan and Loki in the first Avengers movie, and in Thor: Ragnarok, he proved his dominance by winning a gladiatorial fight against Thor.
Cap is one of the few mortals able to not only lift Mjolnir but wield its full power, making him someone who can beat Thor. Assuming the reason for their battle is because Thor is possessed or tricked, Cap would be able to use Mjolnir against him.
Mjolnir is Thor's signature weapon in both mythology and the MCU, but he has since grown accustomed to wielding the powerful Stormbreaker.

Vidar. Yet another one of Odin's sons turns out to be an extremely powerful god. It is believed that Vidar was the strongest among all men or gods, except for Thor.

For Hela, it's her cloak. Without it, she can be reduced to her true form, that of a half-dead woman. One portion of her body remains alive and well, but the only half is no more than a rotting corpse, unable to move or do anything.
The short answer is yes, Thor is still worthy of lifting Mjolnir after Thor: Love and Thunder. His worthiness comes down to the reason why Mjolnir chose Jane. In the comic books, Mjolnir does choose Jane to be Thor after Thor becomes unworthy and is unable to lift it.
Thor Only Beat Surtur Because The Giant Wasn't Near His Power Source. Thor: Ragnarok's Surtur was a fire giant and ruler of Muspelheim, one of the Nine Realms.
Stormbreaker can summon the bifrost and Hela is stronger in Asgard. Thor can teleport her and himself and open her chest killing her, or cut off her limbs ir head. Plus, Stormbreaker is stronger than Mjolnir.
