after a duel between Sidious and Yoda, the new Emperor felt that Yoda. had survived their confrontation. so he sent clone troopers, but with no results. after a few Jedi remained in a new Galactic Empire, rose palpatine was confident enough. that he had no need to hunt the Grandmaster.
It's because he knew that immediately following Order 66, Yoda still had more than enough potential to kill him and end the Empire early… Palpatine was also scared knowing Yoda was alive that whole time because he knew that if Yoda had ever crossed Darth Vaders path, that Yoda would defeat him almost immediately.
Yoda claims that the light side of the Force is stronger than the dark, but his battle against Palpatine is almost equal. The Sith Lord's powers were enough to overwhelm the Jedi and send him plummeting down to the depths of the senate chamber.
Because he wouldn't be able to defeat Vader. Yes, he might be able to physically beat Vader, but what would that achieve? Vader is the chosen one, so Yoda mustn't kill him. True victory can only be achieved by turning him good again.

Yoda was reluctant to train Anakin in Episode II because he said Anakin was too old to start training (even though Anakin was still a boy). However, in Episode V, Yoda didn't seem very reluctant to train Luke despite the fact that Luke was a full grown man by that time.
Palpatine admits to Darth Vader that the Jedi he actually feared most was none other than Jocasta Nu.
Mace Windu failed in his mission to arrest Palpatine in Star Wars: Episode III - Revenge of the Sith, but Yoda may well have fared better. As powerful as Darth Sidious may have been, it's easy to forget he actually seemed afraid of Master Yoda.
If Qui-Gon had survived his fight against Darth Maul, he would have sensed Palpatine's evil, and Anakin wouldn't have become Darth Vader. Thus, while Qui-Gon was less powerful than Yoda, Palpatine feared him more.
Yoda didn't specifically know how this would go down, or to what degree Anakin would cause it to happen, but he was playing a much longer game by Revenge of the Sith, and that's at least, in part, explained by Yoda's Force connection with Qui-Gon's spirit.
The added risk Darth Vader takes in allowing children to live in a situation where he could have killed them proves that he regrets killing Younglings and will avoid harming any more children for the rest of his days, though intense intimidation is a dark strategy to avoid repeating his Youngling massacre.
For his disobedience, the Emperor punished Vader and resolved to teach him a lesson in the dark side of the Force, removing his cybernetic limbs and having him dumped on Mustafar by a squad of death troopers to either strengthen his Sith apprentice with pain or leave him for dead.
Darth Vader doesn't fear the Emperor, he despises him, just as Vader so vehemently despises himself. So, if not Palpatine, who could Vader possibly fear? Well, the answer is deceptively simply, yet incredibly shocking all at the same time: Luke Skywalker.
And while Yoda and Palpatine both worked with the Senate, they treated each other with the utmost respect. While Palpatine plotted in the shadows and planned his Galactic Empire, he underestimated Yoda. And even when Yoda discovered Palpatine's true nature, Yoda underestimated his power.
Arguably, Qui-Gon is wiser in some ways, given that he knows how to preserve his consciousness in death. Yoda is wise, but sometimes flawed, given that some of his views align with the problematic thinking of the Jedi of this era.
Much like Palpatine, Darth Caedus was able to take control of the galaxy but he didn't lead nearly as long. However, his reign was still full of brutality and in a lot of ways, he was worse than Palpatine.
In truth, the Sith normally wielded enough powers to fight without a lightsaber, but every apprentice still learned to use one as part of his or her training. Sidious himself felt that he and his peers had outgrown the use of lightsabers, and only continued carrying them to mock the Jedi.
He wasn't even eligible. In order to be granted the rank of master, a Jedi Knight must first train their own. Padawan to knighthood. When their Padawan became a Knight, they would then be able to attain the rank.
It mostly stemmed from Anakin feeling that he was shown disrespect by the Jedi High Council when it wouldn't promote or trust him as much as he believed they should. This condescension is something Anakin often voiced to Padme Amidala, who would oftentimes offer him consolation.
Yoda would have been an excellent role model for Anakin in his time of vulnerability. Yoda even displayed a healthy reactino to strong emotions like anger. He counseled the Scalvi youth not to let violence get the better of them -- lessons Ani desperately needed as he lost his faith in the Jedi's principles.
