You're blocked by the contact. You may not have them saved as a contact. They might not have you saved as a contact. They might not have messaged you before.
When you've been blocked on WhatsApp, the person's current display picture will remain the same, even if they change it in the future. Therefore, if someone's profile photo never changes, you may have been blocked. Caveat: Sometimes, people remove their photo or do not update it.
There could be a few reasons why this is possible. Maybe your friend has their privacy settings set to only allow people who they have added as a contact to see their profile picture. Or, it's possible that your friend has their profile picture set to only appear when they are online.

You can mute individual or group chat notifications for a specified period of time. You'll still receive messages sent to the individual or group chat, but your phone won't vibrate or make a sound when they're received.

Blocking Someone on Android Messages and Apple iMessage
When you block a contact over Android or iPhone, they will still be able to send you text messages. These messages will not show up on your phone but the sender will see the messages as sent. They won't know that they've been blocked.
The blocked party won't get a notification that they've been blocked, but if they call your landline they may hear a busy signal, or a message that their call couldn't go through or that the number is busy. Which variation of this they hear will depend on the carrier.
If you're wondering who is viewing your WhatsApp profile, unfortunately, you won't be able to see that information. The Meta-owned platform does not maintain logs of people who viewed your profile. Profile visits aren't counted or displayed.

When a blocked contact tries to call you, they will hear different things based on your carrier. For instance, some might be greeted by pre-recorded messages like the number is busy, the number is not reachable, the number cannot take calls, etc., Others will hear one ring before the call disconnects automatically.
