The regulation of the sound levels inside a venue is meant to protect the hearing of the audience as well as the one of people working in the venue.
Since 2013, all music players sold in the European Union and Switzerland must effectively limit volume output to 85dB(SPL), though users can override the limit and increase the volume up to 100dB.
To remove the UE volume limitation, you need to install the global ROM. In my case, I thought that xiaomi.eu rom would work around this sound level limitation but it's the same as EEA version. If your phone is on an European region the sound level gets limited.

Make Sure Your iPhone's Volume Buttons Are Enabled
