He drove himself to be the best Wakandan possible in an attempt to upstage his adopted brother. It was this fervor that led to the previous Black Panther appointing Hunter as leader of the Hatut Zeraze (the secret police of Wakanda) where he became known as the White Wolf.
Eventually, T'Chaka gave Hunter the title of the White Wolf and made him head of the Hatut Zeraze, Wakanda's secret security force. These so-called “Dogs of War” mixed mystic enhancements with weapons-resistant vibranium suits and advanced cloaking technology that could render them invisible.
Why is Bucky called White Wolf by the Wakandans? Just a nickname ... and a nod to the Hunter character from the comics. It's a reference to a different character in the comics who was a white boy raised by the Wakanda royal family and, as an adult, took on the role of spymaster.

While the White Wolf from the comics shares some similarities with Bucky Barnes, they are essentially opposites. Bucky is a corrupted villain who became an antihero, and White Wolf is a corrupted hero who became a villain.
The boy reveals that Toussaint is his Haitian name and his Wakandan name is T'Challa, son of T'Challa. The scene works as both a tribute to Chadwick Boseman and a means to allow for a T'Challa to continue to exist in the MCU. It also hits on the core importance of Boseman's character beyond the mantle of Black Panther.
He was named White Wolf because, yes, he was the sole white man living in Wakanda. As for how this applies to Bucky, we're thinking that he might go on to have a role not unlike Hunter's where he becomes an adopted son of Wakanda.

However, Nakia has one final surprise for her. It's revealed that she had secretly had a child with T'Challa before he died, and had been raising him unbeknownst to anyone, in Haiti. He's around six-years-old now and goes by the Haitian name Toussaint--but his Wakandan name is actually T'Challa, after his father.
The film ends with Shuri traveling to Haiti to visit Nakia. Calling back to a scene from earlier in the film, Shuri goes to the beach to burn her ceremonial clothing from T'Challa's funeral at the beginning of the film.
