Annie is genuinely selfish, due to having been abandoned at birth and being used as a tool by everyone she has ever known, even by her adoptive father who wanted a better life for himself through her. She has no interest in protecting strangers due to being unattached to most of humanity to an absurdly high degree.
The main reason why Annie (and other rogue titan shape shifters) tried to kidnap Eren was to collect the potential candidates with the 'co-ordinate' power , i.e the power to control all other titans as slaves.
When Hitch asks Annie if she feels regret for the people she killed and the harm she had brought upon the lives of her former friends, the Titan responds that she feels "nothing". It's clear that Annie's mindset is a terrifying one, feeling no remorse or empathy for those around her.

Once back home, Warbucks tells Annie how much he loves her ("Something Was Missing"). Because all the people claiming to be her parents were frauds, he offers once again to adopt her, and Annie gleefully accepts.
This indicates that perhaps the point of this titan was not to be inherently female, but has abilities centered on crystallization. Therefore, if a man were to eat the human wielding this titan, he would possibly retain his masculine features, but his defining characteristic would be to crystallize.
What if a boy inherited the female Titan? The appearance of the female titan would still be the same, it is called the female titan cause even if the inheritor is male, it would still look female.

The War Hammer Titan is the final Titan to make its presence known in the series, but its impression is still a really strong one. Its mastery of crystallization means that the War Hammer Titan can easily destroy its enemies with the crafty use of its powers.
