Open the iPhone's Contacts app, tap on the person in question, and scroll down to Add to Favorites. Once you have the right people on your Favorites list and the above settings enabled, they'll be able to call you even when Do Not Disturb is on.

Allowing phone calls through Do Not Disturb is similar to configuring Messages. Go back to the People window and tap Calls. In the resulting screen, tap Starred contacts to allow the people you starred to reach you by phone when Do Not Disturb is enabled.
All you need to do to Allow Calls from certain contacts when your iPhone is on Do Not Disturb Mode is to make those contacts Favorites. Open the Contacts App > Select Contact and then click on Add to Favorites; on the pop-up that appears, select the Call option.

I found the answer and would like to share with all. You have to go to Contacts, pick your person, tap on the ring tone that you have assigned that person, and at the top of the screen press Emergency Bypass so that it is on.
