All For One is incapable of stealing One For All from its wielder, as that Quirk, by its very nature, can only be passed on if the present wielder wills it. Thus, wielders of One For All can act as a natural counter of sorts against All For One's ability to steal other Quirks.
In the My Hero Academia manga and anime series, it is revealed that Izuku Midoriya's quirk was not stolen by his doctor.
Technically yes, but in practice no. Monoma stated that he can copy the barebones essence of the Quirk, as in the Quirk in its most basic state. He was able to copy the barebones essentials of OFA, i.e. the core of the Quirk that has two abilities: stockpiling power, and transferring it to someone else.
As fans know, he has the power of All For One which allows him to steal other people's Quirks, stockpile them in his body, use them for himself, or pass them on to others.
Later in the story, Shigaraki makes a valiant attempt at stealing One for All from Deku but is unsuccessful. As previously established, One for All has a natural defense mechanism against All for One, since it only transfers from person to person if the current holder wills it to happen.
Yoichi Shigaraki was the first user of One For All and quite possibly the weakest of the lot. He is known to have been sickly and his brother, All For One, often took pity on him. After his brother passed on an energy stockpiling Quirk to him, Yoichi eventually went on to create the One For All.
All For One was blind, but used an Infrared Quirk to "see" and he would sense the directions of vibrations in the area around him, similar to echolocation. There is a small hole in each palm of his hands, which is how he steals and transfers Quirks.
When compared to the rest of the Quirks, One For All stands out as one of the strongest abilities to ever exist, and it is the very nature of its creation that's become the true source of its power.
6 One For All: Beyond 100% Strength
At 100% power, no single Quirk is strong enough to challenge One For All. The only people who have come close to matching its powers have relied on multiple Quirks to do so, such as the USJ Nomu, or All For One himself.
Yoichi Shigaraki is the younger brother of All For One. In the past, All For One deeply loved and cared about his younger brother, as he was the only family he had. All for One and his younger brother.
1 Eraserhead Would Nullify All For One's Power
Thanks to Erasure, he can nullify the quirks of other individuals, thus turning All For One into a normal human. The one downside is that Eraserhead needs to see this target's full physical body, and his eyes must stay open in order for Erasure to remain active.
One For All was created when All For One assumed his younger brother, Yoichi Shigaraki, was Quirkless. Wanting his brother to understand the allure of power, All For One forced a simple power-stocking Quirk on Yoichi, never imagining it would grow to become an eternal thorn in his side.
According to Deku's mother, the inherited quirk Deku should've naturally received would've either been his father's quirk, breathing fire, or her own ability to levitate small objects.
Fans know that his name is Hisashi Midoriya and that his quirk is fire breathing. It's assumed that Hishashi's fire-breathing quirk isn't as eye-catching as Dabi's flames since Inko brushed it off at Izuku's doctor's appointment as a child. Currently, Hisashi's work has taken him abroad, leaving Inko and Izuku alone.
According to the events of My Hero Academia so far, Deku grew up without a Quirk. He was given the OFA Quirk when he met All Might. The series does give an explanation for why Deku was deemed Quirkless. With that said, more than a few fans are skeptical about it.
1 Shigaraki
All For One is arguably the rarest and most powerful Quirk possessed by any villain in My Hero Academia. This Quirk so thoroughly defines its bearer that he's taken it as his name. All For One's Quirk lets him steal Quirks from other people and use them as though they were his own.
5 One For All. Izuku Midoriya's strongest Quirk is, without a doubt, the One For All. This Quirk first belonged to All For One's brother, Yoichi. After him, there have been eight more users of these powers.
One particular weakness of All For One for an inheritor of the original Quirk variant is the threat of the previous wielder's will taking over the body and controlling the current user, as is the case for Tomura being taken over by All For One.
In chapter 369, he's shown crying before killing the second user, showing none of the sadism he does while killing the other users. The implication here is pretty clearly that he blames him for the death of Yoichi/his brother, who died after he passed the Quirk ontot he second user.
All Might stands victorious. With All For One finally defeated, All Might raises his fist and assumes his muscular form. He stands victorious as the world watches the Symbol of Peace carry out his last heroic deed.
