Although Instagram does not notify users when someone restricts them, there are definite signs to search for manually once you suspect someone has limited your access. They may have restricted you if you send them messages and they do not respond, or you cannot check their last active status.
If you restrict someone: They won't be able to see when you're online or if you've read their messages. Their new comments on your posts will only be visible to that person, and you can choose to see the comment by tapping See comment.
